How to form Sicily?

I am the Duke of Salerno, and i already have Benevento, Capua, Apulia, Salerno and Calabria provinces, but the option does not appear...

Could it be because i don´t have duchies in that region? What am i supposed to do?

You need to hold 2 ducal titles (any) and at least 50% of the counties that within the de jure kingdom.
