See if you can court Muscovy, and, you know, get to partitioning, really.
Russia is so weird, because they are genuinely very powerful, but I think it's in ways the AI doesn't understand. And since it's all arctic nothing up there, the AI also can't handle its manpower, so they literally lose manpower through existing once their armies get big enough. Catch 22; if Russia is buffed so the AI can handle it, they'll be Mughal-tier OP in human hands. If Russia isn't buffed so the AI can handle it, they never materialize as a proper threat outside of player control.(seriously Paradox, buff Russia)
though consider expanding your armies at this point, unless you're just keeping them separate for attrition mitigation at peace.
This might be connected to why your army is underperforming, you see. Prussia at 100% militarism should beat damn near anything with almost contemptuous ease (assuming you've taken a few Mil ideas to really lean into it), but if you're putting up, say, 20 inf and 10 cannon VS 30 inf and 20 cannon, the fire from the cannons will decimate your entire front rank, and you'll additionally be crumbling at the flanks while the enemy can reinforce their losses more easily. Depending on your composition, you might get more mileage out of three 40K stacks or even two 60K stacks than four 30K ones. You should aim for each independent army to have at least its combat width's worth of infantry plus as many cannons as you can afford, and as many horses as you want for roleplay (I know they're pretty useless, but I weep every time I can't imagine Hussar regiments in my armies. ;_; ).Currently all my money goes into courthouses and state houses (and galleys for my now-concluded war against Sweden to feed back my Danish vassal).
You can turn off option to join offensive wars. You'll slowly lose favors but you can avoid joining wars when you need without breaking the alliance. Managed to take on Poland with help of the Ottomans though ... eventually. Wanted to declare war on them after getting the +10% morale idea from the Brandenburgian ideas, but of course literally months before I got that bonus the Ottomans declare their own war on Poland, calling me in. Then of course Austria denied me kingdom rank, so I started a war to dismantle the HRE. Was a massive pain because my forts never held. Had to call in the Ottomans to bail me out. Also despite being at 100% militarization my troops did not perform *that* well.
During the war for Silesia my troops performed much better though, but I still needed Ottoman help because I could not defend all my fronts at the same time.
And then the Ottomans rivalled my despite being at 80 trust.![]()

Did you select provinces you wanted as provinces if interest? If you don't, AI will not give them to you in a peace deal.
They had it as vital interest, cores - they will not give them to you.I did, and ceded occupation to the TO (who also had them as vital interest because they were cores). But the Turks greedily used all their warscore to take provinces for themselves.
I believe it’s been changed so now you can take the bonus of your tag before you formed Germany. You don’t need to wait.Your main issue in the game is just the Ottomans since Prussia as soon as you get a good baseline unit 80k+ count you'll be able to solo fight anyone though Ottos will stilll be long and maybe you want to finish Germany + Poland first.
Moving away from Prussian Gov type might be beneficial if you arent able to keep pace with increasing GovCap and if so Prussian ideas + Germany Dev is still unstoppable in SP. Forming Germany is nice for the new mission tree and if you want their ideas are really good especially if you want to transition to a more balanced set though maybe blast Ottos once or twice before that. Also if you do want Germany form then wait till age of revolutions and take the prussian age bonus first.
