How to:flags(NOT SHIELDS!)

Right,I'm curious,what do people around use to create their flags?

I found Easy Flag Maker,but it gives me some errors which never let me do my flags.

Photoshop. There are actions for automating the process posted on these forums somewhere - HoI1, Victoria and HoI2 use identical formatting for flags.

It's possible to use GIMP, also, though I don't know if there are any scripts posted here for making the process easier. The displace is the hardest part to replicate, in my experience using it.
