In order to save anyone else the grief, here's how to fix eu2 on windows 10. Note in this situation, the app runs, but can not load any games, crashing when attempted.

I´ve found this "folder" "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers" with the key C:\Program Files (x86)\Strategy First\Europa Universalis 2\EU2.exe

Change value field to ''$ DWM8And16BitMitigation WINXPSP3 Layer_ForceDirectDrawEmulation'', no quotes.

Just to state the obvious:

Doing changes to your registry is dangerous. Mistype something or change the wrong value and you might encounter problems.
So always make a backup of your registry before your changes, so that you can simply revert to the old version if something goes wrong.
