(This might have been posted before but, I couldn't find any recent threads concerning this in the sub-forum.)
So let me get this straight. If I take Southern Italy and all the Western Mediterranean Islands as Tunis all those provinces are Distant Overseas. But if I colonize South Africa as the same nation those provinces are not.

I got a suggestion for how to fix this at least the first part. Change it so that provinces that sharing a seazone counts as being adjacent. That way the islands on other continents aren't forever Distant Overseas and for example around the Horn of Africa and Arabia and, Iberia and Maghreb this don't get completely stupid conserning Distant Overseas provinces.

I don't know how hard this would be to code and it might cause some issues with Colonial Australia but not for other Colonial Nations. Still something like this would make the current situation better than before.

Best. Suggestion. Ever.
Oversee penalty makes perfectly sense when you're an European nation colonizing the Americas or Southern Asia.
But when it prevents Iberians, Italians or Berbers to build a mediterranean empire, the mechanism becomes silly.
Considering provinces that share a seazone as adjacent is a very good idea.

You're not the first one coming with such a suggestion, indeed.
As for myself, I did in my mod following: I removed fixed maluses for distant overseas and replaced them with dynamic ones. First of all, local_autonomy, which affects about everything. No 75% cap, but more difficult to get it lower.

Just came to my mind. This would also make it abit harder to exploit the reduced coring cost on different continents. For example it's cheaper as Ottomans to take Sinai desert provinces from the Mamluks last and core the expensive Egyptian provinces before that.
