Since I don't know how to put a mod on Steam Workshop i will explain this. It will probably will be fixed with hotfix. I don't know if the fix creates problem with other set ups. Let me know below.
How to fix:
1. You need to create a mod or change the game mod directly.
2. Go to common\traits\00_special_leader_traits.txt
3. Open it. find the psionic traits. They all listed one after another.
4. add councilor_trait = yes to all psionic traits (psy, choosen, chosen of covenant, etc).
it all should look like this:

leader_trait_psionic = {
is_councilor_trait_for_ruler = yes
councilor_trait = yes
"
or
leader_trait_chosen = {
is_councilor_trait_for_ruler = yes
councilor_trait = yes
immortal_leaders = yes
etc
5. Save it.
If you are playing a save game, you need to add the trait to leader with console command. It won't added retroactively.
