how to edit pop-losses from fighting?

I think it's hard coded. Play on normal, that way only the pops fighting die, e.g. if a 40k pop spawns 5k rebels and all the rebels are killed the pop only loses 5k. Aside from the AI's economy and combat bonus' there's not much difference between VH and N.

Rebels never entrench, they can't when they are sieging and they move as soon as they capture a province. Also, what difficulty were you playing on when you saw a pop lose more than 10k from rebels?
