How to edit abbilties of troops

Is it possible to edit the abbilities (like speed, soft attack,..) of troops for each country so that, for ex. Japan always have better/different infantery than the soviets or Usa??

I thought I've heard something about the possibility..but where I can find the file to edit?

you can do this by event. Or hardcoded (see Project 36 to learn about) in the scenario/tech files.

But you can modify your troops by events:

look at the event commands.txt in the db/events folder.
