How to do the Coordinated Attack in LaR?

I saw one post saying that the Pearl Harbor attack was being made using the Coordinated Attack in LaR DLC.

But where is this button? If i infiltrate mil, navy and air in the espionage agency what i did in the last run with the British Empire (Fascist Regime) i cant find this button anyways and the operations available in agency are only the normal (Steal mil blueprints, strengten resistance etc.) What i do?
