Otherwise, blitzkrieg-forming the HRE and holywarring absolutely everything else (even if the war is not resolved, just declare all the wars by 1650) should help. An absolute must is killing the colonising countries because if you have to deal with them then it's a royal pain. If you start as a powerful country like England, France or Bohemia, guaranteeing Granada should allow you to kill of Spain at a reduced infamy hit early on.

A horde WC is another game entirely but completely possible and, as far as I can see, the fastest way to do it in DW.

If you are feeling particularly insane you could pay off the Golden Horde then destroy all of their enemies so that the Horde eats up Europe, then you can eat up the horde infamy-free (you'll have to deal with their rebels for them though. Eeep!
