So I'm playing as Greece. I'm trying to refound the Byzantine Empire, but obviously first I need the Southern half of the mainland Ottoman Empire. However, there is a big problem

They're allied with Prussia! And even the UK won't accept a call into war. I'm trying to loosen the Russian Empire up to help me but so far no luck.

How can I ever hope to defeat an Prusso-Ottoman Alliance alone, when I have only 15 strength in Armed Forces, and the Ottoman Empire alone has more than that?

The current time is the early 1850s btw

I've taken over Palestine, Syria, Aleppo, Crete, and the eastern part of the Two Sicilies so far

From what I remember during a Youtube series, you're supposed to rely on crisises to get your lands back. Regardless, I'm almost positive the Youtuber in question was Shenryyr2. I'd suggest taking a look at some of the opening episodes, since in the end he definitely did succeed in reforming Byzantium.

Greece is a poster boy for learning how to manage the crisis system and tension.

What you do is focus on building up greece. MAybe sometimes turn the Focus system on building tension when you arent busy using it on yourself.Then, once you're more ready, start eating chunks via using the tension focus on ottoman regions

And as to Prussia, It will find itself fighting Austria and maybe France at some point in time, that much is for certain.

Greece starts off in a very tough spot. Acting fast is the key. Try to ally either the U.K or Russia (or Austria if you're desperate). Then use your focuses to start crises in your cores. Start with Thessalia for the extra Greek POPs and, IIRC, it holds a factory or two as well. After that, go for the Macedonian states. Whichever GP you ally, make sure to keep relations at +200 at all times.

Grab as many of your provinces as quickly as possible, including Crete when the Ottomans first go after Egypt. It won't be long before your crises won't work due to so many other nationalist tensions firing elsewhere.
