How to create my own scenarios?

How can I modify the game (i.e. changing supply centers)?
Also, what's the deal with the "Debt" feature?

"Debt" was a feature that was part of the game in the development phase, but was (sort-of) removed. That is, a "debt" button remains, but it doesn't do anything. Sort of an orphaned feature that survived the clean-up. It has no use in the game.
