Is there a way how to edit cores ? i.e on diplomatic map, i want specific territories to have red dots on them.

Do you mean victory points? See the vp.inc file in the scenario folder.

i think he means national provinces.

to your question: no, you can only get more (less) national provinces via event. There is no way to create national provinces like in EUIV.
You can make claims (yellow point), but i guess you already know this.

only thing you could do: Edit the savegame. (add prov ID to you countries 'National = ID'
