You have to declare war on one of the two dominant powers, or you must be one of the two dominant powers. Then you may add people to your coalition.

I'm France and attacked Prussia. Then they formed a coalition against me and invited Austria and Great Britain.
Why can't I form my coalition against them now? Where do I see who the other dominant power is?
Could it be Russia?

The dominant countries' flags are at the top of the screen. Coalitions can only be formed against a dominant country. In this case, Prussia isn't dominant so you can't form a coalition against them.
I did create an anti-British coalition as France (I had already peaced with them once) but it seems weird that one can't create a coalition against another major nation they are at war with. Just because Russia isn't THE dominant power doesn't mean there are more than enough people wanting to beat them up. In the next patch, or, really, any future part of this game, coalitions should be formed against anyone.
To answer the first question, you need to be either a) at war with one of the dominant powers or b) one of the dominant powers (you don't need to be at war).
Not true. I was playing as France and was not at war with Britain. I was notified that I could create an anti- British coalition, so I did.
Sorry for multiple posts. I thought I had said everything I wanted, but I noticed other stuff.
Ahh, well that explains it. I suppose Britain would often be the one dominant. As the british flag is waving for sea dominance in my game, i suppose I can declare war on them again then and form a coalition against them, since i made peace with them, my old coalition was disintergrated.
