How to control expeditionary forces?

I'm playing as spain and have just received italian and german expeditionary forces for the civil war but i cant seem to click on them or control them and they aren't doin very much on their own.

Does the AI control them or is there some other way?

You control expeditionary forces but you are probably talking about volunteers which you do not control and both Germany and Italy send to you if you are Nationalist Spain during the civil war. You receive expeditionary forces only when you are in the same faction with another country.

Is it normal for these volunteer units to sit in a province for a month and not move?

Um usually they move for me but sometimes they just sit around and do nothing. I don't think it's uncommon.
