Lombardy is united in his game and controls the rest of Italia. You guys are doing this all wrong.
  1. Go to the Kingdom of Lombardy title, look up claimants and invite one to your court. Bribe them if you have to, preferably someone with a strong claim. Being 60 years in, there should be a few by now especially as Lombardy has gone elective.
  2. Land them. Anywhere. A barony will do.
  3. Press their claim on Lombardy.
  4. Presto. Your vassal controls Lombardy and it's now part of your realm. Reform empire after one war.
Your vassal king will likely revolt at some point. Let them, then revoke the kingdom as a traitor and make it a viceroyalty.

Edit: just saw your comment that it is elective. Yes, elective makes it really hard to marry someone onto the throne or press weak claims, but it also produces plenty of strong claimants in the former king's children.

It'd be hard to do that. The Lombards are probably Catholic. People of another religion won't usually go to your court.

Normally that would true, but still pretty doable - the "religious differences" penalty is pretty small, it could be a matter of patience waiting til one appeared.

In the update that was posted though the schism has been mended and they are mostly orthodox.

It is true now it will be much easier to get claimants to come to me just through invitation. The only reason I havnt landing a strong claim guy so far is that there havnt been any that would come to my court, maybe now ill have some luck.

Just a bit of a update for any interested, Konstantinos the saint lived to 75 and he led the orthodox armies to the brink of eradicating islam from the map, his son is now clearing up the edges somewhat. Also got all the territories I need to reform the empire but i am 2 provinces shy in croatia where italy owns them. Waiting for claims is a pain but my armies have certainly been busy while I've been waiting. I have 1 claim to go then its gg. After that it will be a matter of marching north, Hoping to have most of the map under roman control before 1000 AD, may even convert this run as its been a blast
