I started a custom dutch nation and formed the Netherlands. I don’t like the map color of this nation and would like to change it to a kind of steel blue. I know the RGB colors codes but don’t know which files have to be edited to implement the color change.
Your guidance will be much appreciated. Thanks.

If you already formed the nation, sometimes you need to change the color codes in the save game as well. Just create an uncompressed save, open it with Notepad++ and search it for the original color codes and replace them with the new ones.

I dont know specifically about modifying save files as i never tinkered with that, HOWEVER if you have a save game with a country on the map, and you open the country file located in game folder\common\counties, find the text file for country in question and change the RGB value assigned to that country, said country should, i believe have a changed color in game once you:

1.) save the edited file
2.) quit game to desktop
3.) reload game
4.) load save game

I changed the nation color codes in countries and savegame files and it worked. Thank you for the advice.
I have now to do the same for the colonial nations (C01, C02....) already formed but I don't know where to find and edit them.
Can you please give me some help?

There is a way around this. Simply make a new tag for your nation and change the colour in eu4/common/countries/(your country name.txt) . Ensure you save the game one you have fulfilled all criteria to form your desired nation but before forming the nation. Now exit eu4 and go to your eu4 files and change tag for your nation in eu4/common/country tags/ (tags text file) , then rename and change tag of your country flag to the new tag in eu4/gfx/flags then rename the country file in eu4/history/countries and lastly change the tag to new on the decision that forms the nation. Since the save file considers this to be a completely new nation due to change of tag , and hasn’t any record , it will save the new colour for this nation but everything else remains as it is. Also make sure you change the tag for your nation to the new one in Localisation folder to ensure your country name shows or else it’ll show the new tag in the name instead of the name your desire while playing.

note(Your country here represents the country you will form and not the one you are currently playing as before the union nation is formed.)

edit: I’ve tested this for Formation of Rajputana while playing as Mewar. It works.

Just FYI editing the colour of a nation disables achievements (surprisingly).
Same is if you've just changed provinces' assignment to a region, like moved Goslar to Braunsweig area.

Edit: I also changed province's and tag's culture to Lower Saxon.
