Yep, I just got my game back and started up a brand new campaign with the 1.06 patch. It's gonna be interesting. 
Hope this is a decently simple question for seasoned modders to answer. In what files exactly do you change province infra amount levels?
Intention is to change nearly all infra below 34 to 34 in order not to have everyone's divisions die of homesickness or whatever they are perishing from.
It's just too silly.
