How do I change a theocracy into a feudal realm ?

You mean in-game or by modding the files ?

In-game, you need to change the capital of the bishopric to a castle (or city). If f.e. conquer a bishopric and then give the count-title to the character who holds the castle then it will become a county.

Oh right ! I forgot to mention I meant by modding. I want to play as the count of Nice, but he's a bishop.

Go to: Crusader Kings II/history/provinces/230 - nice.txt

And change it to this
