After 1600, if you own Beijing and Manchu doesn't exist, you can turn into Manchu. This changes your government to a Despotic Monarchy, and, iirc, removes the factions as well.

So I have westernize both my tech and military, but still cannot change government form? I wonder what are the requirement for Ming China change its government in 5.1?

In 5.1 I believe the only way to get rid of Celestial Empire is to form Manchu.

From a historic point of view, I think forming Manchu with Ming is just as silly as forming Ottoman with ERE.
It does make sense that you can't change from Celestrial Empire to Noble Republic though. Afterall, Ming is a dynasty, it wouldn't call Ming if it is no longer ruled by the family.

It's not possible to change Ming's government at all with the latest patch, I too found that out the hard way after playing for 150 years until full westernization. I really don't understand the reason behind this, the faction system makes Ming boring enough for the first 100 years anyway, why slow them down even further?
