Tried my best but I just can't find the button. I know it's to the top right of the planet tab on PC. I can change the capital within the Core Sector but don't know how to make a new capital that's outside the Core Sector.

Last time I tried I could only move sector capital but not empire capital. And later it showed to transfer empire capital at the new sector button. Can you move capital only inside same sector now?

At the moment on console you can only move your capital to a planet in your core sector. The work round for this is to not form any other sectors and move your capital as close as you can. Your core sector will reform around the new planet. Then leap frog it. Stock up on influence first tc

Great. I finally got a ring world and now I can't move my capital to get the achievement.

Actually you can just select this icon and hit X on Xbox or square on PS i assume, you'll need 250 influence.
