So, I recalled them being there at some point but I'm playing as the Roman Empire (formerly Byzantine Empire) and there are no other government forms for me to switch to so I'm stuck at Imperial Elective. I can change between Agnatic and Agnatic-Cognatic but the other area is just empty. Is there something I'm missing?

As far as I know you cannot currently change your succession laws as the Basileus. In vanilla there is a way to run the Byzantine Empire with primogeniture and whatever you wish, but that requires the title be destroyed and then recreated from the title creation screen. I am not sure this can be done in HIP, as you can't hold two empire titles.

Just like vanilla as long as you're not using the Random World scenario for the Byzantine Empire, Imperial Elective succession is the one and only succession law for the Byzantine Empire, and it's tied to the title directly.

The Pope didn't like how my threat was too high so when I asked to be un-excommunicated he accepted.. however he thought I should pay for my expansion by dividing all my titles among all my heirs so I accepted and now my succession is gavelkind. Now that I'm gavelkind it lets me change to any succession type, even back to Imperial Elective if I wish so that's neat.

This is a bug. You may encounter unexpected behavior upon succession, such as the law reverting to Imperial Elective automatically.

Aside from being a bug that is probably going to just revert to Imperial Elective as soon as the title changes hands, you'd have to be able to form a faction for Gavelkind succession in the ERE first.

For reference, it is event HFP.23016 that is being called from HFP.23003 that fails to check for Byzantine elective.

first go to history e_byzantium and change succ_imperial_elective to succ_primogeniture to change the default succesion law then to allow change go into common/laws and go through those documents theres only a few and for each succesion law there is a part that says not allowed for e_byzantium and e_roman_empire so remove that on the succesion laws you want to use do this in a mod or to the hip folders dont edit the base files
