I usually play fanatic xenophobe + military and get nationalistic zeal + adopt supremacy + galactic ambitions + interstellar perk because it lets me build a alot of mining/research stations to net a ton of resources early game and snowball from there. When in trouble, it even comes with a panic button in the form of swapping Civics to admirality+fanatic purifier, (+51% attack speed anyone?)

Problem I have mid/late game is expansion and ceding planets. Majority of the times, it's simply not worth it. The alien pops on the planet that I cede are useless in anything but minerals/food. As in, I will be unable to make up for the increase in tech requirements.

Even if I give them residential rights and leave them moderately happy, they never completely fill the planet and move to other empires planets even when migration control is on. How do u deal with this?
