I'm planning to do a campaign as one of the Finnic tribes northeast of Russia, but the fact that the mod limits expansion to only the historical number of holdings in a province will cause problems (I also don't like it in general). Is there a way to mod the mod to disable this?

I tried the event Rip. 11705 and change the files in the mod but didn't work
I'm trying to make Korchev ( Id 562) a capital with 7 holdings,and nothing is working
Explanation of why it isn't working:
I noticed that the SWMH provinces lack all 8 possible holdings (barony names) that apparently vanilla has added in its province files since that prosperity/crown focus event that adds a holding slot. This makes it so that when a province has reached its maximum holdings count, it makes no sense adding further empty slots (in HIP+SWMH) because you can't build anything in those empty slots anyway - since that province lacks the holding names in the province file.

Is that a pure SWMH problem?
Yes.
The SWMH team was unwilling to either a) use made-up barony names (Paradox literally used a random fantasy place name generator), or b) go to the effort of buffing-up extra, real settlements just for this feature of the DLC.
Sorry to bring his up, but will we ever be able to add holding slots to all SWMH-original provinces?
No, I don't think so. @Aasmul (in charge of SWMH), and I think his team as well, are staunchly opposed to adding fictional or anachronistic or really even any kind of barony titles to provinces for this purpose. It makes sense to a certain degree (at least for fictional baronies): this map is supposed to be vaguely historical, and adding fantasy holdings where they don't make any sense is anathema to that.

Add more baronies to common/landed_titles/swmh_landed_titles.txt/e_null/k_khazaria/d_tmutarakan/c_korchev. After you do that, firing event rip.11705 through the console should work.
Didn't work too,or I did wrong
If you already tried to fire the event, it may have broken stuff already. I don't know the details.

you can edit the save file. Search the file for a county like "Viipuri" and delete the line "max_settlements=3". the province will have now all slots unlocked. otherwise there is a prosperity event unlocking one slot while under crown focus. However if u go to \Documents\Paradox Interactive\Crusader Kings II\mod\Historical Immersion Project\history\provinces the 1296 - Viipuri.txt file shows you that the province has only 5 possible slots/holdings named after 5 noteworthy holdings in history. viipuri (tribe); koivisto (city); raivola (city); virolahti (temple); and uuras (castle).
