How to build a battle thrall world?

Do I need a certain research? Is it a decision? What are the prequisites? I am a bit lost on this. Is there anywhere I can read up on it?

You can build a thrall world, requires a rare tech available only to authoritarians (I think). It has nothing to do with battle thralls though. It's a world where there is only slave jobs except one ruler pop. It gives +50% pop growth and some unique buildings. Also unemployed slaves on it have a "toiler" job that produces amenities.
It's quite useful for raw resource production IMO.

I just conquered a world and want to make it a thrall world but the decision says "The planet must be unspoiled by districts and building development". I have demolished all districts and buildings but I can't demolish the planetary administration building. How am I suppose to make a thrall world when I can't raze all buildings?

You don't need to demolish the capital. Make sure all city districts are gone, too.
