How to bring back Curators/Artists after they have been destroyed?

As usual the AI opened the L-gates too early and wiped out the Curators, Artisians and Numistic Orders. How do I use the console to bring them back? Is there any way I can edit the save file to do this?

Tried using this in the console but nothing happens:
spawn_system = {min_distance=20 max_distance=30 initializer="guardians_curator_init_01"}

if you're really into this, look into save-game editing. What you do...and this causes all sorts of not-great outcomes, but you can do it...is get into the save file, stare at it for a long time, and when you start to understand it, look at it again. Figure out all the places that mention the curators, (and there's a lot, because there's multiple lines for each nation) , and compare those locations to a save with existing curators. Using that knowledge, write them back into existence.

I've had to do this for a multiplayer game. I'd really advise against it, its not worth the time.

I noticed that the curator "player" itself has been removed from the game since I can't play as it when using the command "play". I've no idea how to reinitialize that, not sure whether "spawn_system = {min_distance=20 max_distance=30 initializer="guardians_curator_init_01"}" creates a player or just adds the curator assets to an existing player.

This command line is not a console command AFAIK. It has to be inside an event that you run for it to work. That means you need a mod, that mod includes an event to spawn whatever system you want with the above command, then you can trigger that event through the console.

Example event code:

NOT = {has_country_flag = tweaked}

set_country_flag = tweaked

Hopefully this should spawn the curator system somewhere as soon as you start the game. Haven't tested it, and it's not exactly optimized event code... may need some corrections.
I used similar code to spawn some leviathans before.
