Is there any reliable method (espionage or other) to break royal ties between Hungary and Austria? I have an alliance with Austria right now with high trust but may break it if neceisairy.

But is it possible to trigger a liberty war in a personal union?
No. All that can be done is to declare war or, if Hungary is already disloyal, support their indepedence.

Yes by attacking the senior partner and make sure its much weaker then the junior partner.

You could technically declare war on someone who can beat Austria (inviting Austria to join, obviously), then not help with your armies and hope they demand the personal union released in the peace deal. If memory serves, you can even offer releasing your allies personal unions in peace deals.
You just have to make sure Austrian lands are in front of your enemy otherwise they might focus on sieging your lands not Austria's. But there is no guarantee the enemy wont just take other stuff in the peace deal, so I wouldn't recommend wasting time with that.
