how to brack non agression packt with Soviet?

First 9 months you can't break a NAP.
2nd 9 months you can break it if you have double their brigades on the border.
3rd 9 months you can break it with even brigades.
4th 9 months you can break it with half as many brigades.
After that it expires.

So either put more troops on the border or wait.

You're in the 3rd period then and must have even numbers of brigades on the front to break it, but if you want to remove it look for something like:

and remove it. Might want to make a backup, be careful etc etc.

As you can see it also tells you the balance of power on your front, maybe you could post it here if it seems like you should be able to break it?

You'll be lucky if it's only 4 times your size I normally see SOV with about 1100 brigades in '41
