Integrating a vassal or PU doesn't work. But inheriting a PU on monarch death does work.
You could also just annex another elector and hope Austria picks you due to high relations

If so recall correctly, being a theocracy increases you chance of becoming an elector and you also have to be rather small else the Emperor won't give you the tittle.

If you start as one of the Bavarian minors and form Bavaria, you get a PU mission on Palatinate. Afterwards there is another mission that will give the emperor the choice to make you elector. If you are emperor at this moment, you can actually decide yourself to make yourself elector

Interesting you can decide when emperor. Hungary's mission to transfer electoral vote of Bohemia to you doesn't fire if you're emperor according to some bug reports. Prussia's incident to become a kingdom can't fire if emperor at least in the early days of emperor patch

apart from mission tree shenaninags, which some of us are not interested in at all..

AI likes to give electorship to tiny monarchies they have high relation with, up to 4 provinces big. Flanders who joins HRE works, for example, provided they don't grow.

But since Austria is never allied to such monarchies almost, they tend to give electorship to theocracies up to 4 provinces, or republics up to 4. I'm not entirely sure AI looks at number of provinces or relations when it assigns theocracies or republics.

the only other way normally is to PU an elector and inherit him (not integrate).

You need pu with elector. And wait 50 years and you need inherit it. no annex wait inherit. you need increase inherit chance

The probability of inheritance is:

• +1% for each point of stability
• +5% for each point of diplomatic rep.
• +5% if in same Culture
• −1% for each province of the junior partner
