There are various coastal regions around the globe that start out being owned by multiple countries, each of which builds Naval Bases. I know that if one country consolidates the region, it keeps the highest level Naval Base.
First question: how does the game handle "ties" when you annex a Naval Base that is the same level as one of your own? I would hope that the "tie" always goes to the base I already own, but does anyone know for sure?
Second question: can I use both Place in the Sun and Dismantle Fortifications in the same war for the same province, and get the province stripped of its Naval Base? Or do I have to fight a first war with Dismantle Fortifications and then a second war ASAP with place in the Sun?
In my case, I'm USA and want to annex all of Canada eventually. As it turns out, France starts out owning one province of Newfoundland called "St Pierre & Miquelon", so not only must I fight a war with France and incur Infamy just to take one province, it also complicates my plans for projecting naval power as far into the Atlantic as possible. This is because France is more eager to build up their Naval Base in St Pierre & Miquelon than UK is in Newfoundland (I'm guessing because they have a Naval Base nearby in Halifax, and they're trying to project power west rather than east), but my ideal location for a future Naval Base is Saint Johns (on Fortune Bay), while St Pierre & Miquelon is on the far less ideal Cabot Strait.
My list of options seems to be (in order of decreasing desirability):
1) Take British Newfoundland first, build a Naval Base in Saint Johns of equal or greater level than France's in St Pierre & Miquelon, then annex St Pierre & Miquelon and keep the base in Saint Johns (if "ties" always go to my own base).
2) Get ahead of France in Naval Doctrine, upgrade to a level 3 Naval Base and then snatch St Pierre & Miquelon before they can catch up (although I want to prioritize economic tech over military tech in the early game, and timing this with other considerations could be tricky).
3) In the same war, use Dismantle Fortifications and Place in the Sun for St Pierre & Miquelon (at the cost of incurring some otherwise unnecessary Infamy).
4) In sequential wars, use Dismantle Fortifications and then Place in the Sun for St Pierre & Miquelon (Infamy again, and takes longer, although I expect to be fighting multiple wars with France anyway, so it probably won't increase the "critical path", because I can "stack justifications" with Dismantle Fortifications and other CB's).
