How to add the naval base in scenarios?

As title.

I know that add following inscriptions above the country files could add railroad and landfort:
province = { id = 1991 landfort = 1 }
province = { id = 2043 railroad_level = 1 }

But I don't know how to add port/navalbase to a country. Someone tell me use navalbase = 1 but clash.

See 1914 scenario file 1914_naval_bases.INC for examples.

Pretty much any 2 word command will have an underscore eg _ in it.

And in 1836, 1861, 1881 scenarios what files has naval_base? I saw all country files but found no naval_base inscription. And it seems also have no file as 1914_naval_base.inc.

I think in scenarios before 1914 the bases are defined in one of the CSV excel style files, I cant think of which one it is at the moment, so they dont have a bases INC file.
