How to add Off-Map IC to nations?

HI, Since there are lots of liberated nations with no IC at all, I would like to add Off-Map IC to them, but how can i do it? which file do i have to edit? could anyone tell me in detail please.

Most liberated nations get an event from \db\events\ai_revolters.txt that fires within a few days of their creation and gives them a small amount of dissent, free IC, and free resources to run that IC. You can edit them; just remember to keep a backup. The real problem is manpower, since many nations have zero or near zero province manpower.

You can use the free_manpower command, added in 1.3, but Paradox rarely uses it in ai_revolters.txt as that file was added in 1.2 and it hasn't been updated much.
