If you're talking about modding:
1.) go into the Hearts of Iron IV main folder -> history -> countries -> (whichever nation you wanted to get panzerschiffe for).
2.) Find the set_technology section under the has_dlc = "Man the Guns" limit; add panzerschiffe = 1 to a new line between the brackets for set_technology.
3.) If you want, you can also add a design for a panzerschiff based on existing technology:

Note for any references, "Panzerschiff" is singular while "Panzerschiffe" is plural (the "e"). Make sure that any custom panzerschiff design has tech the nation has already researched. The easiest way to change the name group is just to swap the "GER" in GER_CA_HISTORICAL to the three-letter code for the new nation (not all nations have custom heavy cruiser names, but all of the majors do).

but i mean like in fe. in rt56 in poland u have fiat license.
