How can I add the Hebrew culture to my game, and Jewish characters to my court?

How can I add the Hebrew culture to my game, and Jewish characters to my court?

You can't add cultures, you can only re-use one of the existing culture-tags. Some of which aren't used in the vanilla-game (like f.e. Iberian or Byzantine). You can change the name of a culture in Crusader Kings/config/world_names.csv.
