This seems to be impossible:

The Plot power of the individual participants is insanely low compared to kill plots. Like this one with 15 martial (revoke is based on martial not intrique) has 0% and why does the top with 5+ vs 3- not want to join me?
This seems very strange tried it on different states and it seems I am nowhere able to get the 80% minimum plot power even though my state martial is 53 and I would consider that quite high.

Normally I'd say that if you can't get any plot power, you simply need to wait until your vassals like you enough. Seeing how your portrait is already "old" though, that doesn't really apply. You'd probably be better off just fabricating a claim for the County of Paris which would then give you a free revocation. Otherwise, pray to the RNG Gods and hope that you can catch that Count red-handed in a plot which is also a free revocation. Intrigue focus or just a good old fashioned kill plot may come in handy as well if the Count's family is small enough to be killed off thus making you the heir.

so I had to do like 5 kill plots until I was able to drop his heirs state martial to 17 versus my 56
only then was I able to go above the required 80%

vassal opinion does not always seem to help much as in the screenshot above that plotter was not willing to join even though he is at 100 relations and that is quite common

As far as I'm aware, the value they add to the plot is based on plotters' actual military strength, not their military stat (so their stat has an impact - but the amount of land they possess might matter more); I'm not sure if it's calculated relative to the strength of the realm, or to the strength of the target, or some maths involving both.

If the plot wasn't greyed out, then you were able to make the necessary 80% - are you sure there aren't some guys who'll join in lower down (you might need to bribe a few if all the percentages are all that low, but in my experience if it'll let you select the plot, then you're capable of executing it (unless an important vassal has died in the interim).

Clicking the auto-invite checkbox can help, too - in the past the 'invite plotters' screen didn't show everyone who was eligible to join; I'm not sure if that has been fixed or not (but it can save you a lot of scrolling, either way).
