How the H377 do I access the game I paid for?

The product key email confirmation I received says, Activate your product by logging in to your Steam account, then click the “Games� �� menu and choose “Add Product On Steam”.

That option is NOT AVAILABLE!

Please advise.

You are no doubt trying to do this on the Steam website, which is not possible. From that Steam website you must download and install their Steam Client - THAT is where the Add a Game option is available.
