For example, my historical France during the war has 60-70% stability and 100% war support and ger captured everything except paris (and afrika) . Without all DLS my Victory Points 22 . No surrender . With all dls victory points below 20 and immediately surrender . I know that the latest update makes it possible to create a COLLABORATOR government before the war. I think it is necessary to give the opportunity to destroy the fifth column

are you talking about when a nation capitulates? or when you are allowed to surrender to AI?

There is no difference between sp and mp. I'm talking about the process of surrender without mods, with all dls france has fewer victory points

Capitulation occurs when a country at war loses control of more victory points of its owned core territory than its surrender limit. The limit is 80% by default but war support below 50% will decrease it by up to -30% and some national ideas can affect it too, most notably France's Disjointed Government national spirit (-50%). The surrender limit can usually not go below 10%, the only exception being Japan when losing Okinawa and Iwo Jima, having less than 40 ships, and getting hit by two nuclear bombs.
For france in particular if you don't have the LA resistance dlc then you have a different national focus tree... So it might be as you pointed out.

No . all dls does not change anything in France. I'm telling you that with all dls France has fewer victory points. Maybe because of the COLLABORATOR government, and nothing can be done against it
