Can someone explain me the mechanism of "social spendings" in the budget section! If i'm looking at militancy of the population it seems that it doesn't have any effect whether i have social spendings 30% or 60%. Militancy is not decreasing. Or it is in this way because i have enforced only very minimalistic social reforms?
If i'm making social reforms, for example introducing pension funds (cost 6,5 dollars), do the total expenditures will be in this case: 6,5 dollars + 'social spendings' in budget section? Or if my social spendings are low it decreases the amount spent to pensions as well (social spendings 30% = only around 2,5 dollars to pensions)? Briefly: how costs of social reforms and "social spendinds" are connected with each other?

The general effectiveness of social reform depend on what level they are at, how you're funding them and plurality. If you have a low plurality even full reforms funded at max will have almost no effect.

Then again at 100% plurality no reforms or badly funded reforms will increase the militancy of the lower stratas quite remarkibly.

Hint: Keep plurality low at all costs unless you're a democracy. :)

All social reforms increasing MIL for 3 top classes and reducind MIL for all lower classes. Depending on a country and income you will have no problems with implementing very broad reforms or you will struggle to implement them.

Biggest reduction in MIL coming from Health Care, but like every social reform it drains a loooooot of money (or humongous sums of ca$h if you playing China with its equally humongous population ;) ).

If you are standard Monarchy (not to mix with Const. Monarchy) all social reforms = no effect. Check Plurality rating. If you moved past ~40% consider Const. Monarchy or Democracy (better). Minimal social reforms even with Democracy = [pretty much] no effects. Only last 2 stages: Acceptable & Good IIRC, reducing MIL for lower classes in any visible way. Dont waste time on Trinkets. It makes no difference, really.

Spending on social reforms is very important. Even if you activate all reforms at best possible level but not spending enough money it have effect exactly opposite to desired one. IIRC you need to keep spending slider ~70-75% or 100% ;) - hover mouse cursor over slider to find out which is minimal acceptable value. And of course keep in mind that if you have Liberal/Anarcho-Lib gov. you cant increase quality of Social Reforms, just like you cant downgrade quality of reforms if you have Socialist/Communist gov.

Honestly, dont bother with social reforms unless you have reallllllly strong economy. With wobbling industry you will end in debt pretty quickly. In like 99.9999999% of cases full Multi-Party Democracy is enough to see constantly green Revolt map display. :)

and note that the decrease in the militancy rate is per year. So if a reform give -0.10 MIL, that means the POP is losing 0.10 worth of MIL each year, or to put another way, it requires 10 years for the POP to lose 1 full point of Militancy.

and of course if there are other things causing increases in MIL (having different ideology from the ruling party, etc), then whatever loss you get from the social reforms is balanced by whatever things are causing MIL increases.

Take note, however, that even poorly funded reform will attract immigrants normally. So, if you're interested in getting some foreign labor for cheap, perform the reforms, while not expecting a militancy decrease.
