I know minor powers can get nukes, as Jakob said Sweden could in "Side-War" Wednesday where he played as Finland (
) or maybe one of the other ones, but how small can a country reasonably be to support a nuclear program? Could Luxembourg, assuming AI Hitler left you alone in a play through?

Assuming they were left alone, even a one province minor can get nukes. you need to build the nuclear reactors which is your limiting factor; with only one province you won't be able to produce as many nukes. but minor nations have pretty good research capacity. I saw in Johan's twitter thread he unlocked a fifth research slot as Denmark; that is as many as anyone else can have, and Denmark is considered as a minor country in this game.

I see no reason why Luxembourg can't go nuclear.

The limit is not the research (which are very expensive for something that you only get to use for a very smal part of the game) but how many nuclear reactors you can build. Each reactor take up a factory spot so they are quite expensive and you will probably not win without an army even if you do have nukes.

But you need a delivery system for the bomb, and I am pretty sure that some countries (like Luxembourg) have no air force when the game starts. I

If you were to be that small and go nuke, would you have enough resources to go for the bomb and get advanced enough air planes to serve as a delivery system?

you can also deliver nukes via rockets in HoI IV, which in return of course need an rocket site which blocks of another slot in your state.

You only need 1 bomber to deliver a nuke. I'm not sure how well Hoi4 models this though.

You only need 1 bomber to deliver a nuke. I'm not sure how well Hoi4 models this though.

And then your lone bomber,the whole might and pride of your airforce,together with the only nuke you have,the research of which was paid by blood and all the extra factory slots in your glorious country get shot down by enemy interceptors and/or ground AA.

So you sit in your room,alone, and you just weep at your wasted life. :/

True, and now you've gone from developing ONE of the megaprojects of WW2 to TWO of them.
it isnt that big of a deal anyway. first of all you need it for jet engines and you can also research it after you unlocked the nuclear reactors since you have an dry period of 2 years before you can even start researching the nuke in 1945 anyway. Rocketry is an 1943 tech. Especially if you have an small industrial base you should probably go for the best quality stuff you can affort all the time, including jet-fighters for example.

Its not like minors are as limited as they were in HoI III, where every major nation easiely could went into outer space while the minors are still working on the main armament of their light tanks. It of course depends on how many strategic resources you have and how developed your one/few state(s) are. Nepal certainly wont be able to do the same thing as Luxembourg for example, granted they arent overran by the axis.
