So, I have an evil version of Risa in my authoritarian empire. It's staffed with a substantial population of excess slaves to fill clerk positions. But since I can't build districts of any kind, I'm trying to figure out what I should end up building.

I need more housing, so obviously I need luxury housing. I have Byzantine Bureaucracy, so I suppose I could slap a bereucratic complex on the planet for some administrators to generate unity. Since I have a lot of slaves, I'm guessing I should put some commerce buildings on the planet to generate some extra trade and create clerk jobs.

But I'm honestly at a loss as to what to build. Amenities can't be transferred, so building holo-theaters and such won't help.

Also, is there a way to make slaves entertainers? Droids can do it, but my slaves don't seem to be taking those jobs.

Not sure if it actually works, what I am doing is not building up my resort world, but using the emigration from its homeless and jobless inhabitants to support the growth of my ecumenopolis.

One isn't allowed to have districts on resort worlds?

Explains why I couldn't build any resort world in my playthroughs... even though I remember clicking the research for it.
