I dont know actually is there time required to get mission?

Only if you want to be the very first to open it, but you'd know if someone else had done that due to getting an event popup for it. But yeah that was what I was more curious about as I've never opened the L-Gate in any of my games so my best guess is to just wait it out and see if it gives you the event to open it later on.

Much more if you want to go on the offensive. I'm assuming you're playing on Ironman since otherwise you could save-scum and check which outcome you'll get in the first place. If you want full details on how powerful the Gray Tempest is:

Gray Tempest fleets have between 20k and 25k fleet power each, depending on game difficulty.
Each L-Gate except the one with the special project will spawn a fleet.
The L-Cluster contains 27 fleets. On average 1 to 4 per system, with the factory system having 7 fleets.

a 60-100k fleet is a good starting point. You'll be able to slowly clear out systems if you play smart without too many losses.
