I don't think so. If extra-development time is a factor then I would see them charging a bit extra for DLC. But Paradox are nice guys so don't worry about it.

At the end of the day it is their fault that they are behind schedule, not the consumer's fault. They won't make us pay for it.

Actually, just because they have extra developement time put into the game, that doesn't mean it will automatically increase in price. It will just take longer for them to break-even.
