How much freedom does Colossal Order have in its decisions?

Now it appears that Colossal Order has hired Paradox Interactive and not the other way around.
I apologize, I may have constructed the question incorrectly.

I'm interested in the freedom of the Colossal Order solution. And what are the limitations of Paradox Interactive for Colossal Order?
Paradox as a publisher has to influence them somehow

You'd have to get ahold of the contract to get a full answer. However some dev studios they publish have issued statements. Simply put PDX requires them to plan on making at least some DLC for their games but don't restrict them otherwise.

I remember the CEO of Colossal Order said in an interview that they are giving a target date, but are flexible in their work and mostly the ideas and implementation comes from them. I'm sure now that the game is best selling for Paradox, they surely would have increased the resources and time for them.
