How Many Vassals?

When selecting a character to play, the screen that shows difficulty also shows how many vassals you have - or it's supposed to. I know it says that the Duke of Bohemia starts with 2, but when you begin a game it's more like 13 or 14. Bug or am I missing something here?

I don't have the game in front of me, but I think baron-level vassals are omitted when selecting a character. Duke of Bohemia has only two count vassals, which are the ones shown.
