Yes, as I understand it - the Field Marshals can command heaps, Generals can command slews, Lt. Gen. = lots, Mj. Gen. = piles, Brigadier Gen. = dozens. Colonels can only command a few. Captains, some. Etc. This is precise in-game technical talk. Sorry for being so exact.

It means that you can't fight at 1% efficiency a la HoI. There is a limiting value below which efficiency will not fall

Does this mean that you can garrison Gibraltar with 500,000 soldiers without penalty? :) That should help the UK hold onto the rock.

Sounds to me that large numbers won't have an adverse effect on them in combat, but they will have problems staying alive while waiting for it ;)

They only get the extra attrition if the province is actually controlled by an enemy power. Which usually doesn't matter since a large army can occupy a province in 9 days.


So yeah, you can station 500.000 men in Gibraltar. You could also station 10.000.000 men there if you wanted. With no penalties whatsoever. :)
