While I cannot give you a definative answer... You can see from the above the province of Riga has a frontage of 25 if the circle in the centre of 25 is the actual frontage. The USSR have seven units taking up a frontage width of 21 (7 units) while the Germans are attacking using a front width of 25 (10 units).
Doctrines and leadership traits look to have helped the Germans to have more units in the same frontage.
So what ever a provinces actual frontage may vary depending on the army, leadership, type of unit and doctrines you have.
25 there, IIRC is from several provinces attacking.
