Historically? Germany had about 20 Panzer divisions at the end of 1939 / beginning of 1940.
I'm unsure about self-propelled artillery figures, but each of those Panzer divisions, ideally, was assigned a full complement of at least motorized guns.
Historically Germany had about 12 Armour divisions in early '41. Right before Barbarossa Hitler ordered them split into about 20ish divisions. They literally split them, halving the strength (i've heard it was political reasons 20 is better then 12). Anyways Hans Guderian was super pissed about it.

In game in SP i'd shoot for 12, 40 width tank divisions. That will make up the main pushing aspect of your army.

The light tanks get converted into level II Lt SpArt, it has same sa as level I med SpArt and is much faster to produce.
I'm mildly embarrassed to admit that I still haven't found the interface that lets you do upgrades from light armor into Lt SpArt. That's why I always end up just lend-leasing it away. I know I'd read that equipment conversions like that were made possible in one of the expansions, but I never found it.
Can't say I blame him, 'cause it totally screwed with the combat to support ratio. So instead of having 10 or 12 divisions with concentrated combat elements now we've got 20 watered down formations with lots of bookkeepers. (Well, not literally bookkeepers but you get my drift). Many historians suggest Hitler was obsessed with numbers and wanted more Panzer Division pins to push around on the map. ['Cause Russia's like really big ya know so we need lots more. Not more tanks mind you, just more support staff].
