How many Tank/Infantry divisions?

By the time I declare war on SU, as Germany, how many Tank divisions and Infantry divisions do you guys generally start off with when just about to go on the offensive ? Because with too many divisions sucking down fuel, fuel quantity I see becomes a problem.

96 to 144 10/0 Infantry divisions (only for Russia, more for dday defense)
24 to 40 15/5 Medium tank divisions with LOG support.

3-4 mio fuel in stockpile at the start of Barbarossa
~8k planes for Russia and 5k for Europe

I do collaboration government mission on Romania, conquer them and build max infrastructure in muntenia for the oil.

(Sometimes you can trade US oil for Barbarossa which is a bit meh... )
