It took me nearly 70 years to civilize as Annam. It is now 1906, and I just now managed to meet the requirements. Is it supposed to take that long? Am I doing something wrong?

For a small country like Annam, 70 years is about normal. Civilizing isn't supposed to be easy.
Ah, okay. I just remembered back in VIP:R 0.2 when I was trying to form Mughalistan from Punjab people said "focus on civilizing first" and 70 years is way too long to wait for trying to form Mughalistan, so I figured I must be missing a trick or something.
Is there some trick to speeding up the process?

There aren't any that i am aware of. Knowledge of the mechanics of how techs are offered is closest.
