Considering the size of modern focus trees, that sounds outdated.I think they've said in the past it's in the order of 2-4 weeks research, 1 week structuring & edge casing. Then debugging!

It also depends somewhat on the available information on a subject (both in general, and how much is available in a readable language) and more broadly, how much there is to do with a focus tree. There's only so much you can do with a Tannu Tuva focus tree, for instance, which would probably make it harder to make one.
The final issue is that you have to think about market research: what focus trees will people be willing to pay for (this is probably another area where poor Tannu Tuva scores low).
I suspect you'll get a Swedish focus tree eventually, but it will probably be lower priority.
what kind of bias? the game has been out for 4 years and 0 work has been done to swedenPersonally, I suspect we will be getting a Swedish focus tree with the Soviet rework. I have no evidence to support this, but it seems like the addition of a Finnish focus tree would make for a good time to do one for Sweden. I know that the developers tend to show bias for Sweden. However, I also think they would be an interesting country to create a focus tree for, because for a non-combatant country, Sweden was in a very difficult position where it had to balance its political situation to avoid conflict with the Axis and the Allies.
My prediction for the Soviet DLC focus trees is: Soviet Union, Poland, Finland, Sweden.
I honestly think some trees like the Spanish/French are too big and could be condensed. I prefer how they did in the Chinese trees. A large common tree and a smaller specific for each subfaction

Actually, I kind of do. I want to see all participants with their own NFs before any non-participant gets one, especially Finland.But I don't think anyone would have a problem with a focus tree for any nation, provided it's well-designed enough.
